鉴于，视力和听力的共同丧失，一种独特的多感官残疾，估计会影响34 、 000至68 、 000弗吉尼亚人独立生活、自由出行、与他人沟通以获取信息和获取服务的能力；并且

鉴于，通过促进美国聋盲人群体的教育、就业、住房和娱乐选择，鼓励他们充分参与我们的社区，将最大限度地为他们提供富有成效的生活机会；

鉴于，有聋盲人正在上大学，参加社会活动，管理日常生活，并通过就业和公民活动积极参与社区活动；

鉴于，提升我们聋盲同胞的能力和潜力，并承认他们与海伦·凯勒一样，是勇气、希望、决心和成就的榜样，是适当且必要的；

鉴于，为纪念海伦·凯勒 (Helen Keller) 诞辰27年1880月) 周年，并应国会于1984通过联合决议261的要求，罗纳德·里根总统发布了第一份宣言，将六月的最后一周定为海伦·凯勒聋盲人宣传周；

WHEREAS, the Virginia Department for the Deaf and Hard of Hearing, the Department for the Blind and Vision Impaired, the Virginia School for the Deaf and the Blind, the Virginia DeafBlind Project at Virginia Commonwealth University, join the Helen Keller National Center in promoting awareness, understanding, and support for individuals who are DeafBlind;

因此， I, Glenn Youngkin, do hereby recognize June 22-28, 2025, as DEAFBLIND AWARENESS WEEK in the COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.
